This is issue 59 of the satirical magazine "Lille." The cover was designed by Jean-Louis Forain and the back cover by Toulouse-Lautrec. Lautrec's works for Lille often remain in their original form, such as the back cover, so it is rare to find one in its entirety like this.
The illustrations inside were also done by famous artists of the time, Adolphe Willet (pages 3 and 4) and Charles Léandre (pages 6 and 7).
